INFRASTRUCTURE FINANCING, OPERATIONS AND MAINTENANCE
Public Private Partnerships, or P3 projects, have been posited as a panacea to the problems of lack of government initiative and civic perspicacity. Term limits, tax levy limitations and electoral polarization have often tied the hands of elected officials and their agency appointees. Research will focus on the effective use of capital and financing by being able to tap into what both groups (private and public) can being to the table and control. Case study analysis of how the best of both worlds can be utilized to ensure that capital projects are efficient, effective and expedient but also have the long-term view and common good in mind. In Inwood, a win-win example may well be the proposed new library to be housed on the lower three floors of a fourteen-floor tower providing affordable housing. Increasingly operations and maintenance are taken into account in early project planning rather than being a post-script afterthought. How are these concerns best expressed?
